Mr. Menchini was one of the original owners of this property. One time a confectionery in this one time very upscale side of town. The great theater directly next door, where the front area of the Suntrust Bank site is today. Originally the infamously doomed Knickerbocker Theater. Site of mass death when the theater's roof collapsed during a show. DC's worst natural disaster.
Then rebuilt as The Ambassador Theater. Jimmy Hendrix sold out a week there.

While that building has looked like crap for decades this part of Adams Morgan is very expensive -- there are several $1-2 million plus homes within a one block radius of where the photo was taken. Renting a 2 bed room apartment will run you 2,700-3,5000; efficiencies start around $1,500 a month.
